36Job Description:Role purpose:
The Private Sector Housing Manager is to liaise and collaborate with the Council’s Home Improvement Agency for example providing input into policies that may affect the Private rented Sector and responding to consultations on draft policies. The housing manager will improve the quality of life of residents through management of a proactive and reactive regime for enforcement of Housing legislation and oversee the HMO inspection programme.

Main duties and responsibilities 

  • To manage the Private Sector Housing Officers & Administrator including agreeing the workplan and targets, delegation of tasks, supervision, monitoring of work, training, appraisals and recruitment.
  • To respond to complaints regarding property disrepair or poor housing conditions e.g. overcrowding, undertaking inspections and taking enforcement action against owners and landlords in line with legislation and the Council’s policy, as appropriate.
  • To maintain adequate records of all enforcement work both through manual files and records and through use of the specialist housing software programme, Civica APP.  To prepare regular reports, including statistical reports using Civica APP and committee reports, on the work of the section and other related matters. 
  • Deal with British High Commission requests in regard to housing conditions and overcrowding. 

With regard to Houses in Multiple Occupation (HMOs):

  • To implement and administer HMO Licensing in the Borough.
  • To liaise with Fire services in regard to inspections and action in respect of ‘high risk’ HMOs. 
  • Ensuring that all HMOs are inspected with a risk based approach, in line with published Enforcement Policy and service plans.

Requirements 

  • Degree in Environmental Health, Housing, Building or equivalent studies
  • Minimum of 3 years Council experience working in the Housing sector in the private sector housing /enforcement/grants
  • Experience of staff supervision
  • Professional qualification for the Chartered Institute of Environmental Health or Chartered Institute of Housing – Desirable
  • Able to undertake site inspections and visit people in their homes.

Contract 

  • Initial 3 month ongoing contract 
  • PAYE via Umbrella
  • PART TIME – 9am to 5pm (22 hours per week)
