Are you an experienced Building Surveyor looking to take the next step in your career? Join our dynamic team, where you will lead the delivery of technical services, ensuring that all building work meets the requirements of building control legislation and the building regulations.
Purpose of Job:
As the Principal Building Surveyor, you will lead the delivery of public protection, ensuring the enforcement of building regulations, demolitions, and temporary structures. You will manage the response to dangerous structure incidents, oversee the deployment of personnel and assets, and liaise with emergency services to ensure public safety. Additionally, you will contribute to the overall leadership and management of the Building Control Authority and represent Building Control on various corporate programmes and projects.
Main Responsibilities:
– Provide technical advice through reports and briefings on building safety, building regulations, dangerous structures, and land charges regulatory issues.
– Contribute to Council responses to government consultations and technical reviews.
– Support the Building Safety Regulator in the regulation of higher-risk buildings and enforcement of building regulations.
– Ensure full cost recovery for the Council in support of the Building Safety Regulator.
– Enforce building regulations using powers under the Building Safety Act 2022 and Building Act 1984.
– Investigate offences and unauthorised building work, serving Stop and Contravention Notices as required.
– Ensure the building inspectors meet competency requirements and receive necessary training.
– Contribute to emergency contingency plans and inspect demolitions and temporary structures.
– Review fire safety information submitted with planning applications and advise on compliance with relevant policies.
– Appoint third surveyors as per the Party Wall etc Act 1996.
– Deputise for the Head of Building Control when necessary.
– Ensure corporate Health and Safety, GDPR, and FOI/EIR compliance.
– Promote the Council’s Equal Opportunities policies and challenge discrimination.
Person Specification:
Qualifications:
– Membership of MRICS, CABE, or similar.
Experience:
– Minimum of five years post-qualification experience, preferably in a Building Control environment.
– Management experience desirable.
Knowledge/Skills:
– Thorough approach to detail and accuracy.
– Flexible approach to technical issues while meeting legal requirements.
– Understanding of the commercial environment and individual contributions.
– Knowledge of quality management systems desirable.
– Proficient in using software for letters, data input, and information search.
– Effective negotiation and conflict resolution skills.
– Ability to meet tight schedules and deadlines through effective time management.
